Dolores reduces rubbish collection rate with its “Door-to-Door” system

The results of the door-to-door refuse collection system that Dolores City Council implemented one year ago were presented yesterday, Tuesday April 22nd. The data indicate a substantial increase in the number of residents who separate waste at the source, which has enabled the municipality to establish itself as a reference point in the Vega Baja region and, more importantly, to decrease the waste collection rate for its residents by 2025.

Mayor Joaquín Hernández underscored that “households are obligated to pay for their consumption and pollution, as mandated by law. Additionally, municipalities are obligated to cover the cost of waste collection services through fees.” The Dolores City Council, in collaboration with the concessionaire Urbaser, has successfully implemented a door-to-door collection system in this context.

The results speak for themselves:

Packaging: The collection increased by 83% in comparison to the previous year and by 106% in comparison to the year before the system was implemented.


Paper and Cardboard: A 95% increase in the collection of paper and cardboard, which corresponds to an additional 7,800 kilogrammes collected through door-to-door services. The increase is 96% in comparison to January of the previous year.


Organic Waste: Dolores, despite the absence of a brown container, accumulates an average of 26,000 kilos per month through the door-to-door system, resulting in a total of 200 tonnes. The fact that Dolores, a city with 9,000 residents, collects over 60% of the organic refuse from the entire Vega Baja region, which has a population of 400,000, is a significant fact.

Waste Fraction (Grey Container): The municipality has reduced the quantity of waste destined for this container by 30%, resulting in 139,530 fewer kilograms being sent to the landfill since the implementation of the door-to-door system. This container costs the municipality €42.80 per tonne. A 35% average reduction in the refuse fraction since the system’s inception, which is equivalent to approximately 90,000 kilogrammes.


Joaquín Hernández underscored that the commitment of residents has been essential, despite the fact that implementation necessitated educational and informational support. “He stated that European law establishes explicit separation objectives, and the sole means of ensuring their fulfilment is through a service that facilitates the process, such as door-to-door service.”

The mayor clarified that the installation of smart container islands, which is estimated to cost €2 million, was not an option due to the fact that user identification does not ensure appropriate separation. Additionally, the municipality would incur financial penalties in the event that it fails to achieve European objectives.

According to a survey, the door-to-door service is satisfactory to eight out of ten consumers. The Environmental Educator, the Department, and municipal personnel were thanked by the City Council for their assistance in coordinating with the homeowners’ associations and providing information.

Dolores has become one of the only municipalities in Spain to decrease its waste fee in 2025, due to the success of the door-to-door system in 2023, in contrast to other municipalities in the Vega Baja that have updated and increased their waste fees. In addition, the registration of over 200 previously unaccounted-for users has been facilitated by the appropriate monitoring of residents, who are responsible for paying according to their generation.

The rate is anticipated to decrease even further by 2026, as the door-to-door system will enable residents who correctly separate refuse at the source to be identified, thereby rewarding them for their environmental commitment. By utilising a device and wristbands, the City Council can precisely monitor the participation of each household through the bin-reading system.

Dolores, therefore, serves as a model for refuse management, illustrating that a citizen-collaborative, efficient door-to-door system can not only enhance the environment but also directly benefit residents’ finances.

Arrested after fleeing a checkpoint and driving the wrong way at 150 km/h on the N-332 in Benidorm

A driver was apprehended by Benidorm Local Police officers (Alicante) this weekend after he fled a breathalyser checkpoint and travelled at a speed of 150 km/h while travelling four kilometres in the incorrect direction on the N-332 highway. The driver tested positive for alcohol and drugs.

The local police force prevented a collision with over 30 vehicles that were required to avoid the now-detained driver. This was due to the fact that the officers were travelling parallel to him in the correct direction, with all of the surveillance vehicles’ light systems operating.

The local police safely removed the driver, a 45-year-old English male who resides in Spain, after he tested positive for alcohol and drugs. He was subsequently arrested. He has been indicted for a violation of traffic safety.

Elche Council has been in debt for the leasing of 20 police vehicles since December

Since December, the Elche City Council has been non-compliant with the monthly lease payment for approximately twenty patrol vehicles of the Elche Local Police, which were acquired in June 2023. The debt would exceed 117,000 euros in total, as the agreement between the Councillor for Contracting, Claudio Guilabert, and the commercial company that was awarded the contract, Transtel SA, required a monthly payment of 23,425.60 euros. The mayor accompanied Carrús to the presentation of these vehicles in order to suggest that the neighbourhood requires additional security, as requested by a variety of social groups.

A municipal spokesman, without providing an explanation for the reasons for the nonpayment, affirmed that the debt will be paid this month. The payment is anticipated to be charged to the 2024 treasury balances after it is incorporated into the municipal budget this week.


The situation is particularly peculiar, as the payment guarantee was acquired on June 21st, 2023, for 1.1 million euros, including VAT, at the time of the contract’s signing. In a recent plenary session, PSOE spokesman Héctor Díez accused the government team of having over 3.5 million euros in unpaid bills in the drawers. He also denied that the surpluses from the previous year were 31 million, as the Municipal Strategy Councillor, Francisco, had assured Soler, as well as the mayor himself, Pablo Ruz, when he assured that he was the “biggest saving” in history. The contract was overseen by a local police commander, who was the individual who reported that the invoices were not being paid. Mayor Ruz, who served as the opposition, was highly critical of the Local Police’s inability to perform their duties due to a lack of resources. He publicly criticised the decision to abandon a material contest.

Guardia Civil dismantles a group accused of robbing homes in Elda, Novelda, and Villena

The Guardia Civil has dismantled a network responsible for 110 burglaries in inhabited residences in the provinces of Alicante, Valencia, Albacete, and Murcia.

The group was operating in the municipalities of Elda, Novelda, and Villena in the province of Alicante, as well as in Guardamar del Segura, Alicante, San Vicente de Raspeig, Teulada, and Gata de Gorgos, according to the Civil Guard of Albacete’s investigation.

There have been seven arrests of Colombian nationals, with ages ranging from 19 to 42.

The burglaries were perpetrated by the perpetrators using a technique called “bumping”, which enables the opening of a door without the need to force the security lock. By inserting a manipulated key into the lock cylinder, they were able to cause the cylinder pistons to leap out, thereby enabling the key to turn and thereby opening the security door.

The Guardia Civil stated in a statement on Monday that the detainees gained access to the apartment entrances by either using the lock or repeatedly contacting the apartment doormen, posing as employees of courier companies, telephone companies and so forth. This approach earned the trust of their neighbours, who subsequently opened the building doors for them.

On other occasions, the group employed female members to make residence decisions. They pretended to disseminate publicity or request data for surveys by ringing doorbells while carrying folders or survey kits. They promptly notified the group members if there were no residents.

The organisation that has been dismantled stole jewellery, watches, currency, or any other valuable items.
