The prohibition on commercial calls from mobile numbers in Spain will take effect from Saturday, June 7th, as part of the government’s plan to tackle telephone and SMS scams.
The measure, included in Order TDF/149/2025 of the Ministry for Digital Transformation and Public Service and published on February 15th, aims to reduce the use of national mobile numbers by “pirates” attempting identity theft scams to obtain confidential user information, such as banking information.
Concerning the time lapse between the publication of the ministerial order and the commencement of the implementation of these measures, the government said at the time that it was necessary to offer a certain margin to organisations or entities that continue to use mobile phones for commercial calls.
Another action in the government’s strategy to prevent telephone and SMS scams allows 800 and 900 lines (both free) to make calls, which they could previously only receive.
This means that commercial calls can be made from numbers designated for this purpose (such as Telefónica’s 1004), geographic numbers, or the previously mentioned 800 or 900 numbers.
This final measure, which has been in force since March 7th, began to be implemented concurrently with the requirement for operators to block calls and SMS from numbers that have not been assigned, allocated, or awarded to a service, operator, or customer, such as numbers beginning with 3 or 4.
In this regard, starting June 7th, operators will be compelled to restrict foreign calls and SMS that appear to originate from a Spanish number, with the exception of those from roaming clients.
In fact, Telefónica has been using this restriction since March of last year, as part of a strategy to avoid identity theft frauds by imitating calls from trustworthy local numbers.
