Benidorm City Council is in the final weeks before moving to the next phase of the Low Emission Zone (LEZ) in July, when they will begin enforcing penalty on individuals who do not follow the established criteria. Users have been provided an information period this year. According to a report released today by Mobility Councillor Francis Muñoz, approximately a thousand automobiles have registered on the platform to gain access to restricted locations.
With that in mind, “the LEZ will begin operating in its entirety on July 1st, once the six-month information phase we established to familiarise citizens with using the platform and which also served to make adjustments to it concludes.” As part of the informational phase, “a citizen service point has also been operating on the ground floor of City Hall, and will continue to be so, to provide information, resolve questions, or provide assistance with the platform registration process.”
In light of the impending launch of the whole LEZ operation, the councillor recalled that it is separated into three zones: Central, Eastern, and Western.
The first of them covers the area between Calle Alcalde José Such, Avenida Jaime I, and Avenida Aigüera. According to the councillor, “People registered in Benidorm and who pay vehicle tax in the city will not need a permit to access this Central Zone .” Others, however, must apply for the necessary permit through the portal at https://zbe.benidorm.org/. The first step is to register.
According to Muñoz, the Central Zone focusses on vital services including education, healthcare, and support. Recognising that citizens cannot be denied entry, the management of this zone will be more flexible than the others.”
Muñoz noted that entrance to the Levante and Poniente Zones will remain limited to those with a municipal authorisation. He further specified that “people who work in any of the three LEZ zones must apply for the corresponding access permit through the platform by means of a sworn declaration.” In contrast to temporary access permits, this permanent permission will be good for a year.

1. Do registered Benidorm residents need to apply for a permit?
No, if you are registered in Benidorm and pay the IVTM (Vehicle Tax) there, you will not require a permission to enter the city center’s LEZ (ZBE), which is located between Jaime I and l’Aigüera avenues.

- Can I enter my second home within the LEZ? Yes, you will need to gain authority via the platform, but you will be able to use it.
- Can I drive in the low-emission zone if my car has an environmental label such as C, ECO, or ZERO? To enter the low-emission zone, all cars must get a permit, with the exception of registered vehicles entering the core area.
- I operate a business within the LEZ. Do my clients require a permit each time they come? This is not required if you are already registered or have applied for a permit as a second home or as a worker in the LEZ. If you are not authorised admission, you may park your vehicle at a public lot.
- Can a family member or friend visit me and enter the low-emission zone? Yes. Ten permits per month are accessible to anyone enrolled in the LEZ, who can grant them to any vehicle they desire.
- I am not registered, but I do have a parking place in the low-emission zone. Can I use it? Yes. Anyone who owns or rents a parking space may use it by getting a permit.
- I have an elderly aunt who lives in the LEZ, and we are currently away. If a force majeure event occurs, should I request authorisation to attend now, or should I wait until the situation has settled down? In that situation, a permit could be obtained later.
- If I am not registered in Benidorm and need to enter the low-emission zone, can I park in a public parking lot or blue zone? You can leave your vehicle in the public parking lot. In this instance, you do not need to do anything because the parking lot will automatically submit the licence plates to the system. However, for the time being, the blue zone within the LEZ will be restricted to residents and employees.
- If I obtain a permit with a vehicle (for example, to get to work) and it breaks down and I need to change vehicles, can I obtain a permit to enter with a vehicle other than the one I had previously registered? Yes. If you have a valid reason to change vehicles due to force majeure, you can seek a temporary permit to enter with another vehicle.
- Is it required to obtain a permit each time we visit the LEZ? No, permits are renewed annually, with the exception of those issued for particular reasons.
