Torrevieja City Council’s Department of Coexistence and Integration, through the Migrant Assistance Office (PANGEA), has begun meetings and discussions to provide updates on new developments, particularly modifications to the municipal department’s Settlement Reports.
The first session, held in the Multipurpose Centre on Avenida de las Habaneras, was for students enrolled in the Atis Association’s Spanish for Settlement programme. MarÃa del RocÃo Raffaeli Serrano, a new intercultural mediator at Pangea, gave a presentation. The talk was attended by Óscar Urtasun, Councillor for Coexistence and Integration; Gitte Lund, Councillor for International Residents; and Jean Paul Mulero, PANGEA office technician.

The new Immigration Law, which came into effect on May 20th, 2025, under Royal Decree 1155/2024 on November 19th, considers five categories of rootedness: family rootedness, societal rootedness, socio-labour rootedness, second-chance rootedness, and socio-training rootedness.
