The contracting committee formed by the Generalitat (Catalan Government) and Torrevieja City Council has submitted its proposal to the contracting body to award the contract to the companies that will be responsible for the construction of 811 protected housing units, distributed in four lots, through the system of sale in exchange for future work.
The local government board ratified the proposal on Friday, July 18th. The selected companies now have 20 days to submit the administrative documentation and final guarantee.
Furthermore, as stipulated in the specifications and bids, these companies will provide the City Council, in exchange for the plots, with housing that will expand the municipal public housing stock.
The planned housing will be built on municipally owned plots, the majority of which will be in the La Hoya sector, which will house up to 775 apartments in lots 1, 2, and 3. Specifically, lot 1, corresponding to plot R-17 in La Hoya, has been proposed to the company Abala Infraestructuras SL. 220 homes will be built there.
Lot 2, on plot P-27, has been proposed to Aedas Homes OPCO, S.L., with a total of 195 homes. Regarding Lot 3, corresponding to plot R-31, the company Livanto Promociones SL has been proposed for the construction of 360 homes. For Lot 4, Construcciones Udercón SA has been proposed for the construction of 36 homes in the La Manguilla sector.
First Vice President and Regional Minister of Social Services, Equality, and Housing, Susana Camarero, expressed her satisfaction with this award, which will be “a major boost for Torrevieja and its surroundings and will help resolve the housing problems of hundreds of families.”
This project is part of the Vive Plan, which the Generalitat (Catalan Government) presented in the town. Its objective is to mobilise available public land, both regional and municipal, for the construction of 10,000 subsidised housing units.
“These 811 homes represent a major boost to the Vive Plan, on which we have been working so hard. After a long administrative process, in a few months we will begin to see cranes in Torrevieja and many other municipalities in the region building what will be the future homes of many people who will be able to access affordable housing,” stated the Vice President, who emphasised that “the Vive Plan is a reality, an effective project that will help meet the housing needs of citizens.”
For his part, the Mayor of Torrevieja, Eduardo Dolón, highlighted the importance of this project, which “will significantly expand the public housing stock in our city and offer real solutions to the individuals and families who need it most.” He also highlighted “the collaboration between administrations as an example of joint work in the service of citizens, responding to one of the main concerns of Torrevieja residents: access to decent housing.”
Vive Plan
During the month of December, the First Vice-Presidency, through the Valencian Housing and Land Authority (EVHA), launched the bidding process for the construction of more than 1,600 publicly subsidised housing units through public-private partnerships via future construction exchanges. Torrevieja accounted for the largest percentage of these properties.
In April, the authorities resolved the first contracts for constructing 72 homes in Elche and another 29 in the Garbinet area of Alicante. These two developments will add 16 homes that will become part of the public housing of the Generalitat. In the case of Sant Joan d’Alacant, another 70 homes have been awarded, of which 18 will be incorporated into the public housing stock.
Camarero emphasised that the team from the Regional Ministry and the EVHA “continue working on other contracts that will help address the housing problem in other municipalities of the Valencian Community.” She also explained that the technical and economic studies of plots offered by other municipalities are still being analysed, which will allow for new tenders to be awarded in other locations.
“As President Mazón said, our organisation is the housing legislature, and actions like the one in Torrevieja reinforce our purpose,” concluded the First Vice President of the Consell.
