The 2025 Paving Plan was officially launched by the Mayor of Orihuela, Pepe Vegara, and the Councillor for Infrastructure, Víctor Valverde. The plan calls for an investment of €2.3 million to improve the roads in the city centre, districts, and Orihuela Costa. This project is the most significant investment in pavement in recent years, with the objective of renovating and transforming the municipality’s primary thoroughfares, with a particular emphasis on the most deteriorated areas.
Involucra, SL was awarded the contract, which is divided into two lots: the first lot, which is worth €1.3 million, is for the paving of the city of Orihuela and its adjacent areas. The second lot, which is worth €1 million, is for the paving of the Orihuela coast. The project encompasses the renovation of roadways, hard shoulders, surface parking, esplanades, and open areas. The project is expected to be completed within 12 months and will utilise high-quality bituminous mixtures.
Víctor Valverde, the Councillor for Infrastructure, underscored that “the machines are currently working on the asphalt for this critical communication route in our city.” In just 10 months, we have awarded a 2.3 million euro contract for asphalting throughout the municipality, thanks to the municipal budget, which included an investment of 40 million euros that this government team was able to sanction, and the loan authorised in October 2024. The littoral area receives 1 million euros of this sum, while Orihuela city and its districts receive 1.3 million euros.

The councillor clarified that the initial work has commenced on Avenida Príncipe de Asturias and will continue on Avenida Duque de Tamames (from the Lidl roundabout to La Lonja), the Luis Barcala roundabout area, and the entire Avenida de la Estación. Additionally, the councillor mentioned that a section of Puente Viejo will be covered with printed asphalt to replicate the original paving, and the connection between Loazes and Puente Nuevo will be completed. He clarified that these were the primary thoroughfares of the city, which were in a condition of disrepair and carried a significant amount of traffic.
He further stated that the investment in Orihuela city is €300,000. He stated, “We have scheduled the work for August to minimise disruption, taking advantage of the lower holiday activity.” Then, we will commence in each of the districts. The district residents’ efforts have enabled us to determine that nearly €2 million is required in these districts to address the poor condition of numerous roads. Valverde stated, “This plan accounts for nearly half of the budget, and we have already allocated an additional million to address the most pressing needs, pending the municipal contribution, thanks to a grant from the Provincial Council.”
Mayor Pepe Vegara, on the other hand, underscored that “we are beginning to reap the fruits of the intense work we have done during these two years of our term,” as we continue to fulfil our commitments and work. It has been months since we began the process of restoring order to a house that was chaotic, and we are now beginning to observe the results. We have consistently prioritised the welfare of Orihuela, working without regard for political advantage. This has enabled us to establish strong foundations that now enable us to construct the city we envision. We are at last commencing the construction of the Orihuela that we all deserve.
This project is the first phase of the pavement plan, which will commence in the areas that are in the most dire condition. Valverde stated, “We are currently in the process of ensuring that the second phase is incorporated into the upcoming municipal budget, as we are committed to ensuring that this renovation is completed in all of Orihuela’s neighbourhoods, hamlets, and residential areas.”
“We are aware that these works may cause inconvenience, but they are essential to enhance mobility and safety for all.” The Mayor expressed gratitude to residents for their patience during the construction process. Vegara concluded, “We extend our deepest apologies to the residents of the impacted areas and guarantee that the work will be completed with the utmost efficiency and minimal disruption.”
