The Valencian Ministry of Health has announced through the DOGV (Official Gazette of the Valencian Community) that they will be holding a competitive selection process to fill 188 positions for statutory staff in the Torrevieja Health Department. These positions require a specialist degree in Health Sciences, which covers all medical specialities. Tese positions are hard to fill in the Valencian Health System.
There are 132 positions for doctors at the Torrevieja University Hospital and 56 positions for primary care doctors in the health centres and clinics of a department that serves 225,000 people with SIP health insurance cards in Torrevieja, Orihuela Costa, Pilar de la Horadada, Guardamar, Rojales, San Fulgencio, San Miguel de Salinas, Los Montesinos, Benijófar, and Formentera del Segura. The Health Department’s information doesn’t say how many posts there are in each speciality. The notification in the Official Gazette of the Valencian Community (DOGV) contains this information.
Hard-to-fill jobs are ones that don’t have a lot of demand and often stay open because they are offered in regional hospitals or are in parts of the Valencian Community that are hard to get to, like Torrevieja and Orihuela, or in areas that aren’t major cities—doctors prefer working in Alicante and Elche. In fact, in several departments, like Emergency and Primary Care in Torrevieja, they keep hiring qualified and credentialed doctors from other countries who haven’t finished a residency in a speciality.
Rewards
After years of looking for a way to fix this problem, the Generalitat (the Valencian regional government) has approved incentives for these jobs. For example, doctors in the A1 group can get bonuses of up to €10,000 a year, and they will have advantages in selection processes like being first in queue for job pools, having their seniority in the professional career recognised, and being preferred for training and research for future postings. A stay in Torrevieja, for instance, will be more important in the evaluation criteria than a stay in other places.
The Health Department said that the goal is to quickly, permanently, and permanently fill those open jobs in the Torrevieja Health Department with new workers.
The Ministry says that this call for applications is another step towards making sure that everyone in the Valencian Health System gets fair care. On the other hand, it is also a way to keep talented people, since experience is given priority in positions of equal category and/or speciality.
Seven percent of the entire number of spots are set aside for those with disabilities that are 33% or more, while the balance are open to everyone who applies.
People who are interested
People who want to apply for one of these jobs have 15 business days from the day after the DOGV publishes the job listing to do so. Applicants must fill out a separate application for each category and/or speciality they want to participate in by following the online instructions for that category.
After the application time is over, the Ministry of Health’s qualified personnel department will send out a resolution with a temporary list of candidates who have been accepted and those who have been rejected for the selection process, broken down by category and/or speciality. After this, there will be 10 days to file appeals, and then the final list will be made public.
After that, the choice of destination will be approved, and the people who are accepted will have 10 working days from the day after it is posted on the Ministry of Health’s website to ask for a place in order of preference.
After the deadlines have passed, a decision will be made to make the candidates permanent statutory staff in the category and/or speciality in which they participate. They will be given the job they chose on a permanent basis, based on their score and in order of priority.
If professionals meet the general requirements and can prove that they have been working in the assigned centre for three years, they can take part in the transfer competitions for their category or speciality, the internal promotion systems, or the provision of positions in another category or speciality.
Scale for judging merit
The same sources say that the highest score for the selection process will be 63 points, which is in line with the rules set out in this call for applications. You can get up to 30 points for previous service. Holding a job in the same category and speciality as the applicant on the day the call for applications is published, in a work area that is hard to fill, can earn a maximum of 10 points.
You can get up to 15 points for training if you have a master’s or doctoral degree from a university or if you’ve taken courses at the Valencian School of Health or another public institution that is equivalent to the rest of the National Health System or that has been approved by the Commission for Continuing Education of the health professions within the last five years.
It is possible to get up to 4 points for showing that you know Valencian and other EU languages. On the Ministry of Health website and the GVA portal, you can find all the lists and instructions you need for this selection process.
Representatives from the health sector boards SATSE and CESMCV-SAE voted in favour of the resolution that set the rules for this merit-based competition. These boards are made up of most of the health sciences specialists in the country.
There are 2,200 people working for the Torrevieja health department right now. That’s a thousand more than when a private company ran the area.
