On Tuesday, December 16th, Juanfran Pérez Llorca, the President of the Generalitat, and Pablo Ruz, the Mayor of Elche, signed an agreement between the regional government and the City Council for the city’s Metropolitan Transport System, E-TRAM. Vicente Martínez Mus, the Third Vice President and Minister of Environment, Infrastructure, and Territory and Reconstruction, was there to witness the signing.
After the signing, the head of the Consell stressed the Valencian government’s “commitment” to “fix the investment deficit that Elche has been dealing with for so long and make life better for the people of Elche.”
The regional government also said that he reaffirmed the Generalitat’s “commitment” to Elche and that if this city “progresses and does well, the rest of the Valencian Community will also progress and do well.”
He commended the City Council for its work to meet the needs of its citizens in this regard and told them that “Elche will always be a priority for the Consell so that the Generalitat can do its part to improve the quality of life for all Elche residents.” So, he pushed for regional and local governments to talk to each other and understand each other better in order to make people’s lives better.
Pérez Llorca has said that the future E-TRAM will be “a before and after that will bring about a radical change in the city’s mobility” with a modern, eco-friendly, long-lasting, and efficient electric transport system.
The Generalitat says that the project will give people in Elche “a high-quality service, with no emissions, no noise,” and “with a reserved platform for universal accessibility.” It will also “allow automatic driving to make it easier to get to the stop,” and “unlike classic trams, it won’t need overhead lines.”
Content: The agreement says that the Consell “will pay for the technical studies, projects, and consulting work needed to figure out what needs to be done to make the infrastructure work.”

The Valencian government will also write the Public Transport Service proposal, which will cover the route, services, schedules, fixed facilities, fare structure, and types of vehicles. The Elche City Council will also make plans for the arrangement of public spaces and urban growth.
The first part of Elche’s projected E-TRAM will connect the Carrús industrial park with the Miguel Hernández University (UMH). The proposal also includes plans for a future extension that will make this line longer and connect it to the airport, the historic centre, important hospitals, and public service centres. It will also connect with the high-speed rail station.
Other investments
The president of the Valencian government met with the mayor of Elche on his official visit to the city to talk about “important projects” and the regional government’s “investment efforts in the city.” The president said, “The Generalitat’s infrastructure plan for the city includes several projects that will cost a total of 120 million euros.”
Pérez Llorca says that the E-TRAM and the Southern Ring Road will “complete a very important mobility map for Elche.” The president also talked about the Southern Ring Road being finished. The regional government is giving €35.8 million for it, and the City Council is giving €7.8 million.
He talked about the road, which will have two one-way lanes with two lanes each, shoulders, and a middle strip. On the side of the town centre, there will be a planted strip and a promenade with a bike lane and a sidewalk for pedestrians.
The president also discussed the complete renovation of the Algorós wastewater treatment plant, which is EPSAR’s biggest investment at 82.5 million euros. He said this was to “continue taking care of the asset we protect most in this province, which is water.” The Generalitat also said that the Valencian Community is “an example to follow” for other regions when it comes to using water.
The regional government also said, “This action will allow the modernisation of the facilities, the improvement of the quality of the treated water for reuse, and the optimisation of energy efficiency with the implementation of renewable energies,” and that “it will reduce the nuisance caused by odours and noise to the neighbours, among other aspects.”
