We shall have to wait for the reopening of the city-owned kiosk that used to be the historic “Peret” ice cream parlour at the north end of Alicante’s Explanada promenade. The Contracting Committee put off the decision yesterday, Thursday January 8th, to give the contract to the highest-ranked bidder, Hotel Boutique Isla de Tabarca, which is owned by the Castillo brothers. The delay is necessary to look over the information given during the normal process for showing that the company can handle the technical and financial requirements for all contracts with the city.
This is the second time the final award agreement has been put off, after the decision reached on December 11th. That delay was expressly to make the first-place company offer more proof that it was following the rules, even though Hotel Boutique Isla de Tabarca had already sent in the necessary paperwork.
A final technical report on the new paperwork registered in response to the new request has already been released. However, the Contracting Board has decided to wait until it can hear from the official who gave that view before reaching a decision.
In any event, the company controlled by brothers Juan Carlos and Luis Castillo (the president of APHA) filed the highest bid for the management of the kiosk for hospitality use, therefore they will get the job. Hotel Isla de Tabarca made a bid of more than four million euros (€4,023,523.38) in the tender. The joint venture between Sensai Restauración SLU of Alicante and Mundaka Helados SL of Petrer made the second-highest bid, which was €3,213,123.30.
The proposal from Lunetoile Ocio 9 SL came in third place based on that standard, with a charge of €2,720,947.72. The joint venture Nicolás Romero Vargas came in fourth with a bid of €2,003,333. Fifth was Café Ole&Friends SL, a company situated in Orihuela that offered €1,839,985.14. And sixth was Ondiba SL, which is part of the Gastronou company and owns Nou Manolín, Piripi, and Pópuli. They competed with a price of €1,293,565.
The tender started in the middle of September and offered a seven-year concession with the option to extend it for two more three-year periods. The starting charge was €1,263,828.18, with a 2% rise each year. In short, the corporation that got the concession might run it for up to 13 years.
