There is a small problem with the new public transport contract in Murcia, which is worth 731 million euros. The UGT union’s appeals have been accepted by the Contract Appeals Tribunal, which has put off evaluating bids and awarding the contract until it makes a decision. Sources from the City Council told this media that they knew it would be put on hold since it is always put on hold when there are allegations, in order to protect the bidders.
These sources confirmed that the process is still going on and that bids will be accepted until February 2nd. The only problem is that they have to wait for the final decision before they can look at the bids they have received or make any changes to the project specifications.
If UGT’s appeals are granted, the tender requirements would need to be changed, a new bidding period would need to be created, and the process would need to proceed. If things go wrong, the delay could last three or four months. This is because the court normally decides these appeals in one or two months, plus the time it takes to put the project out to tender again.
Workers’ agreement
According to UGT sources, the reason for the accusations is that the tender specifications do not include the agreements made between the City Council and the Works Council. This means that the document sent to the court could be seen as a “extension” of the workers’ demands.
Some of the demands include things like the cars being too old, rest times, overtime and holiday compensation, per diems, and lunch breaks. Along with these everyday tasks, they also include availability bonuses and collective bargaining agreements that were reached in the past few years.
