Torrevieja City Council has begun the process of contracting out maintenance and repair services for the municipality’s public preschool and primary schools. This public tender aims to ensure the correct maintenance, safety, and operation of educational buildings. The contract will last four years, with the option to extend for an additional year. The deal is anticipated to be worth €2,167,763 (including VAT).
It will cover 15 presently operating educational facilities and one new centre that will open soon, including infant and primary schools, the Adult Education Center, and the outdoor spaces of schools 14, 15, and 16. The contract excludes the latter three’s prefabricated classrooms. The Valencian Regional Government continues to be responsible for the maintenance of the Secondary, Vocational Training, and Baccalaureate centers.
Integral
The service covers complete building and facility maintenance, as well as preventative and corrective measures. The work includes maintaining and repairing electrical installations, plumbing, sanitation, air conditioning, heating networks, fire protection systems, carpentry, enclosures, roofs, paving, schoolyards, sports fields, parks and playgrounds, as well as masonry, painting, and waterproofing work.
One of the contract’s most notable features is the provision of a permanent on-call service that is available 24 hours a day, 365 days a year, allowing for prompt response in the case of an incident or emergency that may jeopardise the safety or normal development of educational activity.
The work will be divided into two sections: maintenance, which is included in a monthly fee and covers preventive, technical-legal work, and repairs within the warranty period; and specific corrective work, which will be carried out through work orders supervised by municipal technicians for repairs, replacements, or actions outside the legal warranty period.
Improvements
The City Council claims that the contract “incorporates significant improvements” over previous tenders, such as the inclusion of the maintenance of green areas, gardens, and school orchards, provided they are not covered by other municipal contracts, as well as the performance of mandatory technical inspections through authorised control bodies (OCA). It is also predicted that the qualifications of the service’s workers will improve.
The estimated budget increase is supported by increases in pay costs and the national minimum wage, the cost of materials and energy, the number of educational centres, adaptation to new regulatory requirements, and the transfer of workers from the previous contract. A total of eight employees.
