New projects are ongoing for the demolition of Benidorm’s Gemelos 28 skyscraper. The Valencian Regional Ministry of Environment, Infrastructure, and Territory will determine the compensation it will have to pay for the demolition of the two towers using an outside business. The regional agency has put out a tender for technical assistance in managing the essential papers. We expect the complete results in 2026, but we may postpone them until 2027.
The structure is currently pending demolition by the Generalitat (Catalan government). In 2012, the Supreme Court found that the construction permission for this residential complex, issued by the Directorate General of Ports and Coasts, then commanded by Popular Party (PP) leader Rafael Blasco, was illegal. The ruling stated that it was occupying the coastal protection easement. Five years later, the High Court of Justice of the Valencian Community maintained destruction as the exclusive option for enforcing the decision. The High Court of Justice of the Valencian Community understands that construction is feasible, but it will take place approximately six meters away from the current building location.
Once all of the properties in the two 21-story towers have been assessed, the Ministry has initiated this procedure to identify the owners of the homes, parking spaces, storage rooms, and commercial premises, as well as individuals with other real estate rights and possible renters. Furthermore, the Ministry will provide valuation reports for each property, irrespective of any potential mortgages or encumbrances.
According to the technical specifications for this procurement, Gemelos 28 contains 327 cadastral properties, including 168 residential units, 157 parking spaces and storage rooms, a sports facility, and a commercial space. At the time, they anticipated the cost to be around €100 million. The Generalitat now has a date: the Judicial Commission, presided over by the Superior Court of Justice of the Valencian Community (TSJCV), has scheduled the destruction to commence in October 2029. As a result, it plans to identify the compensation that will meet the financial burden.
To this end, they have decided to hire an outside company because “the valuation of the assets comprising the Gemelos 28 complex in Benidorm is a procedure that requires the intervention of a multidisciplinary team of experts in real estate appraisals, which the Directorate General of Coasts, Ports, and Airports does not have as its area of expertise,” according to the annexe.
Deadlines
The deadline for submitting proposals is September 3rd. The execution time is 12 months, with the option of an additional six months. The budget totals €136,197.60, including taxes. The Regional Ministry’s contract approval resolution divides the payments by year: €45,399.20 in 2025 and another €90,798.40 in 2026. If the extension is approved, the budget will increase to €204,296.40. This increase would add an additional €45,399.20 for the remaining months of 2026 and €22,699.60 in 2027.
The quickest possibility is to get a final result by 2026. According to the specifications, within the first three months of the contract’s formalisation, the successful bidder must identify property owners and tenants. Within nine months of the first phase’s completion, it must issue a valuation report on all of the above and present a calculation formula for updating compensation amounts with a reference to 2026, in accordance with the Competitiveness Guarantee Index and, where applicable, appropriate variables for periods when that information is unavailable.
Furthermore, the Ministry emphasises that property evaluation reports must reflect the valuation they had on the date of the order, which was July 23, 2012, and states, “Property appraisal reports are not prepared for mortgage or other regulated purposes; they are individualised appraisals.”
The company must visit at least one home of each type on all 21 floors and all stairwells for the assessment. They intend to reach at least 26% of impacted households, which is the same percentage as storage rooms and garages. They also demand a visit to the two ground-floor locations.
