The Municipal Housing Board has initiated renovation work on 14 homes in San Gabriel, Alicante. These houses will be utilised as social housing to ease the transition of young individuals to independent living. The renovation work on the property has been initiated by the successful bidder, Aitana Actividades de Construcción SL. The project is anticipated to be completed within 10 months and will necessitate an investment of €1,148,062.85. The purpose of this project is to increase the social housing stock for young people in the municipal autonomous entity.
In addition to the 15 social housing units for young people to rent in El Portón del Casco Antiguo, which is currently in its final phase, and the transfer of five municipal plots to the Housing and Housing Entity of the Valencian Community (EVhA) for the construction of an additional 220 homes, the Municipal Housing Board is making a concerted effort to promote new developments of social and protected housing. This effort has been emphasised by the Councillor for Housing, Carlos de Juan.
“We are also collaborating with the EVhA to encourage the construction of social and protected housing, such as the 48-unit block in Rabasa that the Generalitat (Catalan Government) is promoting, as well as the development of new neighbourhoods like Lomas del Garbinet and the new Albufereta. This will provide the necessary mechanisms to create over 6,000 new homes in the city.” After eight years of the left-wing Botánico administration, not a single social housing unit was constructed in the capital, as emphasised by Carlos de Juan.

Housing for young people
At its General Assembly meeting on Tuesday, April 8th, the Municipal Housing Board resolved to advertise this project for tender. The project’s objective is to convert the former teachers’ apartment block into residences and utilise it as an initial rental for youthful individuals under the age of 35. In the public procurement, which also included other companies, Aitana’s proposal received the highest rating.
According to Carlos de Juan, “This is a priority project for the current government team as part of its plans to incorporate new housing into the municipal social rental market, in this case, to facilitate the emancipation of young people.”
Located at 1 Calle Fernando Díaz de Mendoza in the San Gabriel neighbourhood, this project will renovate the former teachers’ apartment building. In December 2023, the City Council transferred the property to the Municipal Housing Trust in order to increase the municipal housing stock for social rentals. The services for the draughting and project management of the works will be placed out to tender and awarded by the Trust in 2024. Belmonte Botella, SLP, has been awarded the project and will submit it in January 2025. The works will be tendered in April, awarded in June, and begin in July.
Features of the project
The project has six objectives: the rehabilitation of the building’s existing defects, energy rehabilitation, improved accessibility (including the installation of a lift), the provision of telecommunications infrastructure, improved environmental conditions and urban image, and the redistribution of the floors to create 14 one-bedroom apartments and a common area that overlooks the interior courtyard, which is four more than the current number. In accordance with the General Law on the Rights of Persons with Disabilities and Social Inclusion and the Law of the Generalitat on Universal Accessibility in the Valencian Community, one of the ground-floor apartments will be accessible to individuals with reduced mobility.
In order to achieve an 80% reduction in non-renewable primary energy consumption through action on the building envelope and installations, the Municipal Housing Board has requested European funding for its construction. This request has been accepted pending a final resolution, as it aligns with the objectives of the Recovery, Transformation, and Resilience Plan and Next Generation EU funds.
