A report from Municipal Strategy Councillor Francisco Soler on Tuesday, October 21st, said that Elche City Council has had to spend about seven million euros in court decisions over the past two years. He said that most of these decisions were made by “previous legislatures” and are not the responsibility of the current municipal administration (PP and Vox).
Soler talked about the adjustments to the budget that would be discussed at the regular plenary session on Monday, October 27th. One of these amendments is budget number 31, which has a budget of €860,000. The court’s decision will get €683,000, and the rest will go to the deal with SUMA Tax Management, which the council has given new jobs, like managing the garbage tax.
“We have paid an unexpected amount that doesn’t match this government’s actions between 2023 and 2025,” Soler said.
The 29th change, which costs €1.68 million, will let the city hire more people in several areas in preparation for more activity in 2025.
The councillor said that some of this money would go to Social Action to “ease the deficits inherited from the service and cut down on waiting lists under the Dependency Law.”
The Parks and Gardens budget, which is €919,000, will mostly pay for these demands. This is because the new outsourcing contract won’t start until 2026. Also, the Generalitat is slowly taking over the home care contract, which is worth €240,000 less.

Amendment number 30, on the other hand, is worth €868,000 and will be used to improve municipal cybersecurity after the cyberattack that happened a few months ago. Most of this money will come from the contingency fund (€400,000) and additional investments that will be made next year.
Claudio Guilabert, the Councillor for Innovation, said that this investment will help Elche become a national leader by building a cybersecurity infrastructure.
“Elche City Council has been one of the quickest to bounce back after a cyberattack.” Guilabert said, “More than 70% of the devices are working right now.” He also indicated that investment will keep going to “guarantee the safety of the people of Elche and the public administration.”
Next Monday’s plenary session will vote on the three budget changes. The conference will also talk about preparing for the economy and how to best use the city’s resources. A few days earlier, the Socialists said that 1.7 million euros had been taken out of budget items to fix the payroll problem.
