The Orihuela City Council has issued a tender for a service contract to deliver training courses aimed at enhancing the employability of unemployed citizens of the municipality, with a base budget of €48,860 (without IVA.) The contract will be awarded through a simplified open approach and will be for two years at first, with the option to renew for another two years.
The contract’s mission is to provide vocational training that is matched with the needs of local and regional businesses, with the goal of enabling employment for Orihuela job seekers. The Municipal Employment Promotion Service oversees the initiative.
According to the technical specifications, the contract includes seven types of face-to-face courses and, in one case, an online option, including the Professional Construction Card in the speciality of masonry; safety courses in the handling of forklifts, lifting platforms and platforms with baskets; basic and qualified training for professional users of phytosanitary products; school cafeteria monitor; and pool maintenance with practicals.
The training classes will be held in groups of 15 to 25 people, with priority given to unemployed individuals registered with the municipality and LABORA (the regional employment service). Each course must meet official requirements for accreditation to be valid with government agencies and companies, and it may not exceed five hours of instruction per day.
The budget is divided among the several courses, with amounts ranging from 1,295 to 3,295 euros for each training activity, with a balanced economic strategy for the fiscal years 2026 and 2027. Billing will be done quarterly depending on the courses that were delivered and validated by the competent municipal technician.
The City Council’s Local Employment and Development Officer will oversee the contract’s implementation, checking student attendance, coordinating with the successful bidder, and addressing any issues that arise. The contract also states that participant satisfaction questionnaires would be administered at the conclusion of each course.
