The Valencian government has approved the continuation of two healthcare agreements for traffic accident victims for the years 2026-2029. It has specifically authorised the signing of a new collaboration agreement between the Valencian Government, through the Ministry of Health, and the Insurance Compensation Consortium, the Spanish Union of Insurance and Reinsurance Entities (UNESPA), the Valencia University General Hospital Consortium, and the Castelló Provincial Hospital Consortium, for healthcare resulting from traffic accidents within the Valencian public healthcare system from 2026 to 2029.
The new text, which builds on the collaboration that began in 1989, governs healthcare for people injured in traffic accidents in the Valencian public health system, from emergency care to injury recovery, and establishes a system of economic compensation that insurance companies must pay for assistance provided.
The activity-based billing model that was established in recent years will continue to be used from 2026 to 2029. Insurers shall pay for the services delivered in accordance with the agreement’s price list, with a maximum billing duration of two years from the first service provided. Outpatient major surgery and follow-up consultations are new additions to the list of chargeable services.
The agreement does not impose direct economic duties on the Generalitat because it is not contractual in character and regulates the cash received by the Ministry of Health from associated insurance firms for assistance to traffic accident victims.
Adherence to this agreement aligns the Valencian Community with the billing system for activity in place in the rest of the regional health services and ensures comprehensive coverage of healthcare resulting from traffic accidents, supplementing other specific agreements for emergencies and future healthcare.
Agreement for Future Healthcare
Furthermore, the Consell has approved the renewal of a collaboration agreement between the Generalitat, through the Ministry of Health, the Insurance Compensation Consortium, the Spanish Union of Insurance and Reinsurance Entities (UNESPA), and the Consortium of the General University Hospital of Valencia, for future traffic accident healthcare within the Valencian public health system from 2026 to 2029.
