Finally, the Torrevieja City Council’s Procurement Committee has approved Estacionamientos y Servicios SAU (EYSA)’s offer to award it the contract for the implementation of the Low Emission Zone (LEZ) in the amount of 1,189,213.63 euros including VAT, under the European Next Generation-EU funds.
According to Alicante Plaza, EYSA had the lowest bid, with a budget of €982,821.18 (without VAT), which was less than the €1,005,694.33 criterion for irresponsible bidding. This required the corporation to justify its proposal to the Contracting Committee. Following the technical report, the pricing was determined to be viable based on supplier agreements, the company’s internal development of the management platform, and compliance with labour and environmental obligations.
The process, which was attended by five companies, assessed technical and economic factors. EYSA received the highest score (100 points), surpassing TecnologÃas Viales Aplicadas (99.18) and Electronic Trafic (91.91).
The contract will be divided into two phases: a 15-week first phase for project development and installation of control and measurement systems, and a three-year second phase for service and maintenance using a comprehensive Software as a Service (SaaS) architecture.
The chosen bidder has committed to a four-week reduction in initial execution, reducing incident reaction times (6, 12, and 24 hours depending on severity), and extending internal LEZ training to 20 hours.
The final award is pending formalisation by the Contracting Councillor and the company’s submission of the final guarantee of 98,282.12 euros.
